ist es in Outlook möglich das man die Auswahl für die Verschlüsselung/Signierung pro Kontakt hinterlegen kann oder geht das wirklich nur global für alle ?

So ist es.
Könnte man sich aber bei Bedarf selbst per Makro und einer im Kontakt hinterlegten CustomProperty nachrüsten.
Ich würde aber mal über ein Secure Mailgateway nachdenken das das für die User automatisch übernimmt, wie z.B. https://www.nospamproxy.de/de/produkt/nospamproxy-encryption/
