Taskleistenvorgabe per GPO fehlerhaft

Hallo allerseits!
Um die Ersteinrichtung neuer Clients zu vereinfachen, verwende ich bei uns im Netzwerk eine XML- Vorlage, um das Startlayout und die Taskleiste einzurichten.
Diese wird über die Gruppenrichtlinien unter Benutzerkonfiguration/Richtlinien/Admin-Vorlagen/Startmenü und Taskleiste/Startlayout angegeben und ist ganz oben verknüpft.

Das Problem: Die Datei wird wird zwar bei allen Clients ausgelesen und angewandt, bei einigen erscheint aber die Edge-Verknüpfung doppelt in der Taskleiste. Dabei ist es egal, ob der User sich zum ersten mal anmeldet oder bereits ein fertig eingerichtetes Benutzerprofil hat. Bei manchen erscheinen in der Taskleiste zwei Edge Verknüpfungen, bei manchen wie gewollt eine....
