Windows 10 OOBE kann nicht finalisiert werden wegen Language Pack

Hallo,

ich habe in OOBE-Modus english LP installiert aber irgendwie nur für einen User.
Als ich dieses Paket entfernt habe, leider hat auch nicht geholfen.
Hat jemand eine Idee wie ich das Paket entweder richtig entferne oder für alle User richtig einrichte?
